On some level, I wanna agree with that possibility, Katie, but on another due to the fact, that the rated T2 had a similar approach to marketing I'm strictly on the fence about deeming any such rating from said toyline.
I don't honestly know if Terminator had a toyline or anything of the sort the first go round, T2 had the main line released with the film and a spin-off line a little bit later on down the road with the usual design changes.
T3 had toys designed specifically by McFarlane toys. While I admit it wasn't as large scale as the first, the details of the toys stood out. Marketing for T3 was kind of a mixed bag in my books but that's just my take. Though they did cover comics prequels/sequels and games.
As for the current state of T4, it seems like this is really covering all fronts. It could really go either way.
The rating/final edit of T4 comes down to MPAA, but it really depends on what McG and the writers were aiming for in context to the war at hand.
Truthfully, I'm hoping for the R rated tradition continuing like the previous films and respecting the war context, that has been implied in all three.
ETA: I did a little more digging into the vintage commericals department. Can't say I remember these ads as a kid, but I do still have my T-800 endo action figure and battle damaged Arnie action figure. But without further ado:
And the Bio-Flesh Generator which reappears in this line updated to T4 status and standards:

Well, this stuff certainly say PG-13 film to me. So did many of the T2 toys. Espcially the kiddie ones.

What was T2 rated in the US? I can't remember if it was rated R or 14+ here.
Then again, except for a cuss word or two, it's hard to think of anything in T2 that would get an R-rating today.

T2 was rated R.
Linda dropped quite a few F bombs in it.

Yeah, it was Adult Accompaniment here - you can't bring kids into an R-rated movie here.
