So TSCC gets canceled and I want to make a spin-off mini-comic series: The Cameron Phillips Chronicles. Would I run into any problems with Warner Bros?

I believe the rights to the characters are actually owned by Halcyon but if you did it for yourself and posted it someplace like here or livejournal/facebook, probably not, unless Halcyon or WB decides to sell the rights.
Published-for-profit, either online or hardcopy, yes.

Well it'd certainly be non profit! So there's no precedent for something like this in the US? I'd hate to really get into it only to get a cease-and-desist type deal.

If you do it and post it online or print it for distribution, you do it at your own risk, I'm afraid.

K8ie is right about the "at your own risk" comment, but dojinshi fan comics tend to get treated about the same as fan fiction: tolerated. While any fan fic or dojinishi writer could technically be yelled at to take down their work at any time, it just usually isn't worth the headache on their part. If you're obviously non-profit, credit the derivative work, ect ect, you shouldn't have issues. I couldn't say for certain how they'd react though since this isn't a common medium that fans in this universe use.
