On verbal interaction between terminators - The first programmed priority would be to kill the other terminator, or to defend. They would only talk for information purposes, and since neither would likely give away any info, or believe the other if they did say anything, they don't. I don't think Chromartie or Cameron ever had anything to say that wasn't tactical.
On the terminators having emotions - If Cameron had an emotion chip, it might not be useful to her in battle. A fearful Cameron could be self-protecting, instead of protecting john. I think an emotion chip, like Data in star trek, shows that its a hazard when the mission is more important. Since terminators don't reproduce (that we know of) in a genetic way, the emotions, like love are unecessary also. Would there be an importance for a terminator with its own identity?? What if she fell in love with an enemy terminator? IF a terminator on my team had this chip I'd have to kill it even if it was on my side. Its just incredibly dangerous.
IF the writers did give Terminators these emotional abilities, I'd hope they'd be simulated and just provide data for tactical reasons. I'd hope they'd be constrained underneath mission objectives. AKA you wouldn't know they were there.
Note: I also watch BSG, so I've had have enough "what if robots have emotions?" I think they explored this very well. "Toasters" who have emotions tend to make life more problematic for the colonial fleet; they tend to rebel against their own kind too. Skynet can't afford this. Emotions are huge de-evolution for robotics, and I'm glad they can't understand us.
