I see what you mean with your Terminator Ten Commandments, but if the show was just ass kicking, timetravelling and running then it would be so flat.
You're totally right about the amount of new characters. It's harder for the writers to write story lines for 8 people while keeping the same level, besides new characters usually draw new sub-plot lines with themselves, taking the air-time away from the main plot. Although they sometimes needed in order to keep the show fresh just as it's needed to improve the main characters and add more layers. At first sight John looks like he is a kid that enjoys riding motorcycles and blowing things up but he has to have deeper layers that makes him human. No one could live like nothing happened after he killed a man and was chased in it's whole life. This would make impossible viewers to connect with John and would make him look more like a robot.
And talking about robots, why exclude Cameron from the character layering and developing. Given little human like features like curiosity, hesitation, etc. makes her attractively mysterious. People (by nature) search the human in everything - even in machines. (Especially when a machine looks like a human) And a good show gives people what they want.
